The Annual Plan serves as the indispensable backbone of the developmental process across Local Self Government Institutions (LSGIs) in Kerala. It systematically delineates the targeted developmental works, public amenities, and social welfare programs to be executed across the Panchayat during each financial year. The Annual Plan is finalized through democratic decentralization—consolidating grassroots recommendations from Ward Sabhas and Grama Sabhas, refined through expert sectoral deliberations in specialized Working Groups. In addition to mobilizing public capital for agriculture, drinking water, rural roads, sanitation, education, and healthcare, it is a statutory obligation to reserve earmarked funds for Scheduled Caste/Scheduled Tribe (SC/ST) Development and the Women Component Plan (WCP). Following formal ratification by the Panchayat Governing Committee, the comprehensive plan document is submitted to the District Planning Committee (DPC) for constitutional approval. The planned development is realized by converging devolved State Government plan grants with the Panchayat's own internal revenues, embodying the essence of citizen-centric participatory governance.
