Budget document

Under the Kerala Panchayat Raj Act, the Panchayat Budget is the statutory framework detailing the projected receipts and expenditure of a Grama Panchayat for the ensuing financial year. Conventionally presented by the Panchayat Vice President before the governing council prior to March each year, the budget outlines revenue inflows—comprising own-source revenues, state grants, and fiscal allocations for development schemes—alongside operational expenditures covering general administration, capital works, and social welfare programs. Beyond functioning as a financial statement, it serves as an instrument of participatory grassroots planning that prioritizes development mandates identified through Ward Sabhas and Grama Sabhas. All civic and administrative operations during the fiscal year are executed strictly in accordance with the budget approved by the governing council, which enforces institutional fiscal discipline by mandating that expenditures remain strictly within sanctioned budgetary ceilings.
